The religion of the Jewish people is purely monotheistic. This necessitates that God has no no equal therefore, it is concluded that He has no real enemies because, among other things, He is all powerful therefore, the concept of Sata
n existing as a distinct being that can act from his own will was unknown in their religious concept. By reading the Old Testament it is clear that the writers did not see Satan as the New Testament reveals him. They saw him as an angel of God, the death angel, an attribute of God. It is extremely important for us to understand that the Old Testament writers did not have the revelation that came from Jesus in the post-cross era.

The encyclopedia of Jewish Concepts, teaches that Satan is the one who leads people astray and is the “accuser of the brethren”, he is also known as the angel of death, he is the hinder-er who in biblical history is known as the adversary. He is thought to do what he does under the control of God. There is a difference in being limited by God as to what he can do, as in the case of Job, than being controlled by God as to hid doing.

People talk about “progressive revelation” regarding the unfolding of truth in scripture. Those living during OT times didn’t know exactly how God was going to provide salvation for his people through the sacrifice of His Son, but they did understand the concept of blood sacrifice and the need for atonement. Those living under the law had small glimpses of Satan’s work, but it took the added information of revelation in the NT to give a more complete picture.” - Source: probe.org.

The pre-cross writers of the Old Testament did not see Satan as we post-cross people do, or at least should, Jesus clearly reveals Satan for who he is, an enemy to us and to God. Jesus shredded the shroud covering Satan and revealed him for who he is, God's enemy, God does not control what Satan does though He does limit His activity. This is Old Testament mentality and is a roll over from the pre-cross era. James 4:7 tells us to submit to (God) and resist the (Devil). If God controls what Satan does, are we not resisting God by resisting him? The Old Testament writers did not have this revelation and whatever name or position they gave Satan he was just a tool used by God to tempt us. The New Testament clears this up; God does not have anything to do with tempting us with evil. There is a difference in God creating good from evil than it is creating evil so good can come out of it.

In James 1:13 we are informed that no man say when he is tempted (tested, proved or tried), that he is tempted of God: for God cannot be tempted with evil (bad, harm, or troublesome) neither does He tempt man: The original Greek is clear; no one should say God is testing, proving or trying them with anything bad, harmful, or troublesome. This truth leaves us with the peace that God will NEVER use Satan to test, prove or try us.

Jesus came to show us who God really is. The Truth had arrived to exposes the lie that had existed since the garden. To show us the mysteries no one could see from the pre-cross side of the lie. In doing so Jesus also exposed Satan for who he was, something that pre-cross people did not know.
